A comprehensive market analysis of the Northern European CCS landscape was undertaken across fourteen countries and eight industries, focusing on all value chain elements, emitters, infrastructure, and stores. This study enabled strategic prioritisation by identifying key countries, sectors and companies for engagement and highlighting specific geographic areas of interest for connecting emitters to stores.
Motivation:
As licence holders of a Norwegian CO₂ storage site, the client looked to advance the commercial development of the project, and wanted a clear understanding of where to target potential emitters across Europe. Goal7 was engaged to provide targeted market intelligence - identifying priority countries, industries, and infrastructure pathways for transporting CO₂ to the store. This work directly addressed the licence holders’ need for actionable insights to inform its commercial strategy, pinpointing the strongest opportunities for partnership across the CCS value chain.
Our Approach:
- Assessed and ranked European countries for near-term and long-term CCS value chain development potential, project development and timelines
- Analysed key industrial sectors, decarbonisation pathways, potential to use CCS, existing emission levels, project maturity, regulatory and subsidy support
- Conducted a detailed review of infrastructure across the value chain, including onshore/offshore pipeline networks, export terminals, and CO2 storage options
- Modelled potential CO2 volumes through the major European export terminals under multiple scenarios up to 2035, based on industry decarbonisation pathways, existing emission and timing of infrastructure development
- Identified and mapped geographical clusters of emitters and associated routes to export terminals
- Hosted interactive workshops to collaboratively rank countries and industries, enabling refinement of focus areas and prioritisation of regions for further detailed study
Benefit and Impact:
This market analysis directly supported strategic decision-making for the store licence holders, clarifying which countries, sectors, and infrastructure pathways offered the greatest potential for cross-border CCS opportunities. Through objective ranking and collaborative workshops, the findings enabled focused engagement strategies, insights for value chain development, and prioritisation of commercial efforts. Additionally, the work highlighted key risks, competitive pressures, and areas warranting further investigation in the evolving European CCS landscape.
