CCUS Non-Pipeline Transport (NPT) Consultation Response

Motivation: 

Goal7's clients requested support in digesting and preparing a response to the UK Government's non-pipeline transport (NPT) consultation, as NPT support will be key to unlocking a broader CCS market for these emitters in the coming years. 

Our Approach:

Over the preceding two years, Goal7 followed Government's NPT policy development before the long-awaited consultation was published, maturing our understanding of Government's thinking and providing insights into the emerging views of industry. On announcement of the consultation, Goal7 first conducted various internal sessions to shape independent opinions. The wide experience of NPT value chains studied across the Goal7 team was instrumental in this, with project experience including rail, shipping and trucking expertise. From there, Goal7 held various constructive sessions with our clients to explain the key positions of the consultation, and suggested initial question responses for client feedback and discussion. Industry views, such as the CCSA, were also consulted, as well as those of key collaborators with legal and financial expertise, to ultimately produce a final response that was direct, informed and well-tailored to the client's own motivations and position within the CCS value chain.

Benefit and Impact:  

Clients were satisfied that their own views and specific position were effectively represented to Government, actively capturing industry views on the support mechanisms, barriers to overcome, and considerations for DESNZ in NPT value chains.
