Goal7 supported the development and submission of a 2025 large-scale EU Innovation Fund (IF) Net-Zero Technologies call application for a CCS project, providing strategic coordination, application leadership and document development across a five-month programme.
Motivation:
Goal7 was engaged to coordinate and prepare the EU IF application documents for a large-scale CCS project over a five-month programme. The engagement focused on developing a compelling and strategically aligned application that combined technical, commercial, project financing and emissions expertise to support a high-quality submission.
Our Approach:
Goal7 led the strategic approach to the application development process, ensuring all workstreams aligned around a clear narrative, key innovation themes and supported by robust evidence.
Key responsibilities included:
- Developing the overarching application strategy, identifying themes, storyboard development and straw-person drafts
- Drafting and coordinating the main submission documents, including:
- Technical Feasibility Study
- Business Plan and Market Analysis
- GHG Emissions Assessment
- EU Innovation Fund ‘Part B’ submission
- Coordinating inputs and reviews from more than 20 contributors across technical, commercial, financing and emissions disciplines
- Managed third party inputs and interfaces
- Managing document version control, submission requirements and uploads to the EU submission portal
- Ensuring all deadlines and submission milestones were successfully met
- Facilitating alignment between stakeholders on key messages, project objectives and risks
- Identifying weaknesses and supporting the team in strengthening responses and evidence throughout the application process
Goal7 established a structured and collaborative delivery process to manage the complexity of the application and maintain consistency across all submission materials.
Benefit and Impact:
Goal7’s coordination and leadership delivered a fully integrated, high-quality EU Innovation Fund application, bringing together technical, commercial and emissions evidence into a coherent and strategically aligned submission. Through effective management of a large multi-disciplinary stakeholder group, all application materials were completed and submitted on time, with strong alignment across project objectives, messaging and risk identification. The completed application received strong positive feedback from the client, particularly regarding the quality, structure and strategic coherence of the submission.
